I’ve purchased the Apple Watch Series 6 for my 9yo son. - My son doesn’t own an iPhone or any phone for that matter.

One of the reasons for purchasing this is so that I can call him on his watch when I need to.

Family Set Up

If I set his watch up via Family Set Up, The following features and apps are not available: irregular heart rhythm notifications, ECG, Cycle Tracking, Sleep, Blood Oxygen, Podcasts, Remote, News, Home and Shortcuts.

I am big on the HomeKit stuff and he has a lot in his room, it would’ve been nice if he could’ve had access to the Home app on his watch. It also, not that it’s necessary but having the blood oxygen, ECG and remote on there too.

So my question, if I want him to have access to all the features that I lose during Family Set Up. Is there a way I can set the watch up through his iPad and him being assigned a cellular number so we can call him if needed?

If not then it sounds to me like I should’ve just bought the Apple Watch SE since I’m losing all those features.

No you cannot. The Apple Watch does not work with iPads.
 
In my opinion you should of bought him the Watch SE for the very reasons you've listed... If you're still within the return window, you might consider returning the series 6 and purchasing the SE..
I’m thinking exactly the same thing.

It doesn’t make sense having them all restricted as if you bought it for your wife who is on Samsung, you’d want her to be able to utilise the ECG, Cycle Tracking, Sleep, Blood Oxygen, Remote and Home
