If I leave my phone at home while I go for a run, bike ride, etc. is it possible to play music from other services with just a series 3 (with cellular)?

I love this idea, but don't use Apple's music ecosystem and instead use services like Spotify, Amazon, Pandora, ripped mp3s from my ancient collection of CDs, etc.
 
Well, you can at least transfer (some) ripped CDs to the onboard storage of the watch.

I don’t believe the other services have Apple Watch apps. I don’t think there is anything that technically precludes their existence and the ability to use the cellular connection.

You can sync your ripped music to your watch on every watch Series. For 3rd party LTE music apps it will depend on their roadmap they want to develop watch app or not. Without watch app, no music on LTE.
Apple is all about ecosystem. Sticking to 3rd party services will hinder some abilities of your devices.
