Unless you have AirPods on, the watch does not voice directions by itself. The watch vibrates when there is a upcoming change in direction.
If you had your phone with you, you may have heard directions coming from the phone etc. Directions don't audibly come from the watch.not true. I was able to get it to voice directions a few days ago. Must have been a bug.

Apple Watch uses sounds and taps to let you know when to turn:
- A low tone followed by a high tone (tock tick, tock tick) means turn right at the intersection you're approaching;
- A high tone followed by a low tone (tick tock, tick tock) means turn left.
- You'll feel a vibration when you're on the last leg, and again when you arrive.
Again, it is not possible for audible voice commands to come through the watch by itself. It has never been possible. You are mistaken. No bug involved. I don't know why you create a thread seeking help and then want to argue when someone posts the correct answer.nope they were coming from the watch. The phone is connected to a Bluetooth in my car and I had it in Aux mode and not BT mode so I could not hear the phone notification beeps. Like I said this had to be a bug in watch OS 6.
