I want to return an Apple watch i purchased on Noveber 27 but the website says it is ineligible for return. What can I do it is still within the 2 week return period.

The website is using normal return policy. Holiday return policy is active and overrides the normal 14 return. You have until 1/8 to return. Look on the website to confirm the 1/8 date.
It ought to be eligible for return even based on the normal 14 day return policy. November 27 to December 7 is only 10 days. Of course we are assuming he bought it directly from Apple. If he bought it from an authorized reseller, I believe he is supposed to return it to the reseller, not to Apple.
