Went to buy Apple Watch at local Target store on Friday and after confirming they had what I wanted in stock, sales rep told me they only had models that worked with AT&T. He said the Verizon models would come in later. Went across the street to Best Buy and was told the same thing. Want to the Apple web site and called help number and rep said this was the first she had heard of this and said as far as she knew, all phones should connect to any carrier. Has anyone else run into this ?

No such thing as a Carrier specific. Apple Watch Series 3 (GPS + Cellular) comes in three regional models – Americas, China, and Europe/Asia Pacific. Unlike iPhone, there isn't a worldwide Apple Watch Series 3 model that supports all cellular bands used globally, so it isn't possible for Apple Watch to roam.

So here in USA, they are all the same hardware regardless of the carrier or what the store clerk thinks. I bet they are getting different SKU numbers but again exact same hardware.

They gave you wrong information.
All US model LTE watches as the same. Your carrier will be selected for you when you pair it with your iPhone.
