The Barometric altimeter is that a hardware implemetation in the series 3 or is a software upgrade that we will see in the OS4 download once it becomes public for download? Also is it a barometer that reads the pressure in the air and give indication of wet weather etc etc?

It reads air pressure. While it might be somewhat useful for a weather app, it is more commonly used to help compute altitude for exercise apps. (For example calculating flights of stairs climbed, elevation changes on a trail.)

Other uses for the baro sensor I can think of could be for a sailplane pilot vsi app, or a hypoxia warning app for a pressurized aircraft.

Actually the Series 2 contains a barometer. However Apple has never acknowledge it so unlikely it will ever be used.
