Unfortunately this is how watchOS is programmed to work. It goes to max brightness in very bright areas and low brightness in dark areas. I find it annoying myself as well as often times it is too dim to read some of the complication data on the screen when in a dark room. They really need to add a minimum brightness setting to watchOS.

Same issue here. Wife purchased two of the Ultra 2’s yesterday and the first thing I noticed was how poor the brightness is under poor lighting conditions. Adjusting the brightness within the watch or the phone app has zero effect. Reducing battery consumption at the expense of visibility is asinine.

I was sat in the car earlier this evening ( it’s already dark here in the UK) and I was expecting the display on my Ultra 2 to be piercing my eyes. The display brightness was dimmed down much more than I had expected.
 
Is anyone noticing a higher contrast on the Ultra 2? I almost think with the brightness bump they decided to up the contrast, which sometimes throws off the white and red colors of watchfaces during the day.
 
Probably true but night mode is almost useless when you can't see anything from the screen :-/ hopefully they will fix it soon.
I've had mine since launch, hasn't been an issue for me so far. I use the wayfinder and ultra modular faces with auto night mode. brightness is good
 
I'm strugglin, the same issue due to replaced my ultra 2 for another unit. The flaw persist in both, so it's not a faulty device but it's too agressive ambiet light sensor calibration bahavior.
I hope apple will sort out this by software update, maybe the problem is we are not all young and with age light transmittance in the lens of the eye decreases with age and ultra 2 screen calibration was made by default by very young developer team? Who knows, anyway feedback left

I'll be honest...I'm shocked at this to the point that I emailed Tim and submitted feedback. The watch is absolutely useless in very dark situations.
 
I picked up my Ultra 2 on launch day. I'm having the exact same issue as everyone else here. To dim to read in low light/dark situations. I have to use the flashlight for a second and the disp[lay brightens enough for me to read it. I have left a comment on Apple's Feedback site. Would it be so difficult for Apple to release an update to fix this bug?
 
Everything I’ve read says it’s significantly improved in beta 4, so it should be getting officially fixed soon.
