Apple Watch won't update weather with iPhone paired.

I just upgrade from Apple Watch s0 to Apple Watch s5 GPS. The speed up is huge. However, many apps that need network don't work.

For example, Weather app in Apple Watch, the weather won't update when iPhone is paired. But if I set iPhone to flight mode, Apple Watch will use WiFi forcely and the weather updates.

There are many other apps that use network have this issue too.

Only Siri works with iPhone paired. If I say "What's the weather?", Siri shows the weather correctly.

Does anyone have the same issue? My paired iPhone is iPhone 6s Plus with iOS 13.1 beta 4.

I have already reset my Apple Watch, the result is the same.
