Apple way cellular issue

hi guys I had a series 4 which Had a problem so it was replaced with another series for watch. The watch is successfully paired to the phone but when I try to add the cellular plan I get an error saying so “ mentioned in the screen shot! I went to the carrier store, called apple, change the esim on my iphone but still no luck.

I had unpaired the watch and removed cellular but let me tell you I was roaming so was done outside.
