I went to the AT&T store to use a gift card, and I was told that starting today AppleCare will cover liquid damage. I looked and can't find anything online about this change, so I thought I would ask if AT&T was blowing smoke.

I'd vote for blowing smoke. There is no way they would be able to offer that. They would loose too much money.

Unless them giving you a refurb for a deductable of $199 is how it works.

Highly doubt that.
If you heard it from an AT&T rep then I bet he was talking out his rear end.
If that was a case everyone would drop their iphones in the toilet and bring it back to Apple for a replacement.

From my experience, everything (yes, every single word) you hear from an AT&T rep should be considered an outright lie until proven otherwise.

They don't cover liquid damage, they will simply repair the phone for $199(?) or whatever it costs to repair a phone with a broken screen.
