iPhone 13 AppleCare purchase option disappeared

Picked up my SOs phone after midnight and saw there was one day left to purchase AppleCare. So today I tried to do it. It still said 1 Day remaining, then I clicked on it to purchase, it said it wasn't available and the option disappeared. I realized he wasn't logged into his account, so he logged in and I can't get it to come back even a reboot. Is this something Apple can override? I wanted to get rid of the more expensive Verizon plan.
