Applecare+ transfer?

I just got this apple watch off ebay and auction stated it had applecare+ untill oct 2021.
I checked the serial and it says it’s monthly applecare+ 15/24 payments made.
I told the seller and he said he has to transfer the applecare+.
never heard of this sounds like BS,right?

Don't think you can transfer monthly applecare

If you sell or give away your device, you might be able to transfer your AppleCare plan to the new owner.

I would ask for a complete refund or an amount you feel is reasonable for the difference in value.
