ApplePay: Service not available

HI.
Since updating to io13 i am unable to add new cards to my Wallet.
It allways tells me, that apple play is not available at the moment.
Any suggestions?

Worked fine for me added Amex, Apple Cash, discover, and 4 Visa cards all from various banks with no issues.
