iPhone 3GS Eliminated
iPhone 4 decreased in price (Only phone that can be bought unlocked)
iPhone 4s 8GB for 99$ and contract
iPhone 5 16GB, 32GB (199$,299$ respectively).

Sounds reasonable. That's what my thinking was.

The only doubt I had in my mind up to now was whether or not Apple would dual release the 4S with the 5. But now it's looking like the 4S is confirmed, which means the 5 and the dual release plans are confirmed.
 
Discontinue the 3GS.
Replace the 4 with the 4S.
Release the iPhone 5 as the top range iPhone.

Simple as. :)
 
Apple definitely threw us a perfect 12-6 curveball here.

Only iPhone4s, I will be shocked again if iPhone5 isn't the phone being released next year.

More likely:

Replace 3GS with 4 (Budget model)
Reduce 4S Price (Midrange Model)
Introduce 5 (Top Tier Model)

This way Apple has 3 basic current models much as they do now with the 3GS/4/4S.

I'm sorry man .. but ain't that just too obvious? Your plan is extremely similar with what actually happens today, and you just increase the whole line up one generation. 3GS --> 4 ... 4 --> 4S ... 4S ---> 5 or whatever it's called.

Nothing new really, and that's what Apple NORMALLY will do. No surprise, no prediction, educated guests. Just a reflection of what really happens today.
