Okay, so it's been confirmed that Apple's update program is only in the US. However, could I, a Canadian near the border, simply buy an iPhone through the program and have the phone sent to an America address and get into the program that way? Apple Care and all that is still good in any country, right?
 
You will need to physically be at the apple store to do the iPhone Upgrade Program as it can only be done at the Apple store at this time. Plus I believe you will need a SS (if you don't have one, then you are out of luck) and a U.S credit card.
As for Apple care + for the iPhone, I don't think it's international and only in the country you purchase it (Other apple product may be eligible for international warranty).
