appletalk / network trouble

I've got two powermacs plugged into the same router on our network, both with 10.2.8 and both appear to be set up identically. The problem: one of the machines does not show Appletalk zones and when trying to connect to server using the exact same afp:/address I get an error = -1029

I have no idea what's going on. When I connect on that machine via smb, files show up as generic and cannot, even when copied locally, open in their proper app.

help please.
