I am getting this message ONLY on my AppleTV and not on any other apple device. Why? A bug? I have restarted to no resolve.

Have you signed out of the Apple TV and then restarted and logged back in? Sometimes the login credentials can get confused.
 
Apple TV is an abject disaster. Bugs are everywhere so you often have to learn to deal with them. Apple has zero interest in Apple TV.
If they had no interest they wouldn’t have recently released a newer model.
Granted it’s probably not as much of their main focus as iOS or Mac but to claim they have zero interest is a little bit of a misguided statement.

The last 2 years they have released new models I might add even when Macrumors posters said they would not release new models after 2017.
