Saw someone say they were having a hard time getting volume right through appletv remote, one click too high and another too low, so when you get close to the volume you want, ask Siri what the current volume is, she will tell you, now ask her to make volume 1% less than the number she told you, it works and is a good work around since the apple remote seems to jump several % per click
 
Just to add to this, you can also use the slider volume control on your iPhone to adjust the volume between the remote dB skips... Apple should fix this, seems like a pretty simple software update to add more steps to the remote volume range, for me it’s mostly an issue in the mornings when I want to turn the tv on but keep volume as low as possible so I don’t wake anyone up, itgoes from too low to hear to a dB or two too high
