How do you reduce or enlarger the size of the application icons?

Bottom right corner of the Finder window.

When you have a Finder window open in Icon View (CMD+1), then you should have a slider at the bottom right of that window.

Unless you mean something else.

Im doing something wrong.

Maybe I'm misunderstanding the finder. On my desk top left is the Finder bar.

When I'm in the application window, I do not see the slider bar at the bottom right.

Also, CMD+1 doesn't do anything.

Can you make a screenshot and attach it to your next post?

What if you are in Icon View and press CMD+J? And have you verified, that you are in Finder via looking at the Menu Bar and seeing the name of the application?

EDIT: Did not see your attachment before. What you show is Launchpad, which has no option to resize application icons, as far as I know.

That's not the finder window. Thats Launchpad. You can't resize the icons in Launchpad.

Now I understand. I can not resize the application icons (iMovie, App Store, iTunes etc..) in Launchpad.
