Just picked up a 2020 MacBook Pro 13” last week. It’s an i5/16GB/1TB. It’s a little jittery sometimes when scrolling throughout the UI and safari but also noticed this behavior in the app launcher where when scrolling boxes with dotted lines briefly appear around the app icons as if it is trying to pull the icons from somewhere. I have already reset SMC and PRAM.

Is this normal behavior? Included a video as well.

1. That's the not the App launcher. That's just a docked Finder folder, called a Stack. All folders in the dock behave that way. You can even change how they are displayed.

2. Yes, it's normal Dock behavior. It's doing exactly what you suspect, loading the icons as you scroll.
