Application to Sync Contacts w/ attached files

At my office we are looking for a way to seamlessly share documents that are linked to a certain person/entity. We use the same iCloud account on all of our machines currently to sync Calendar and Contacts which is easy.

What we need to do is be able to attach documents(PDFs) to these contact cards, but there doesn't seem like a way to attach a file to a contact with the native OS X app. We'd like to be able to search for a name, and have a PDF file also show up with their other info.

Is there any kind of app/syncing service that has this capability?

You're looking for a simplified CRM solution integrated into iCloud contacts and I don't think you're going to find it.

A third party CRM is probably what you'd have to use and I don't know if any have the functions you want. Check the App Store.
