Why don't Apple include Applications folder in 'Apple' menu as shown in this image?

It's in the "Go" menu, although see your point it does not list every app. Other reasons it probably isn't there is because there are ways to view your apps just as quick such as creating an application folder stack or setting new finder windows to display your applications by default, then by using a hot key. I just use spotlight or as others do quicksilver.
