Is this normal? It seems that the primary applications folder has been moved to HD > Applications as opposed to HD > Users > ~ > Applications. Now when I look at my home folder, I have an applications folder that is essentially empty and placing any application in there just doubles that application in launchpad.
 
Not for me at least. My home folder has never had a applications folder with 0 items in it.

Well in Snow Leopard, my home Applications folder only had CrossOver and TinyUmbrella installed there. The rest of the applications including both those apps were in MacintoshHD->Applications.

Again, it's normal that the apps are in Mac HD.
