Applying Caps Lock on a per-application basis

Is there a way to have the caps lock state persist on an application-by-application basis?

E.g. I enable caps lock in Media Composer, then I switch to Chrome (where caps lock has not been previously enabled) and caps lock is automatically turned off, then when I switch back to Media Composer caps lock is automatically turned back on.

I'm on Mavericks, but solutions for any version of OS X are welcome.
