Yes you can choose to not upgrade. No apps do not stop working.

You don't have to upgrade, apps will continue to work, unless you buy an app that requires iOS8.

I'm still on iOS 6.1. All my apps downloaded before iOS 7 still work. They didn't timebomb simply because iOS 7 was released. In fact, I can still download apps in the app store as long as they support iOS 6, and there are still many apps that support iOS 6 in the app store.
