What does it mean "allow these apps to control your computer"?

What does it mean "allow these apps to control your computer"?

That adds the app to this list of apps that are allowed access to certain OS X system functions that are ordinarily blocked to apps.

For example, in my list here I have allowed Display Maid access so it can change screen resolution and app window sizes automatically.

What is the app that is requesting this access?
