Apps downloaded are 'broken' and should be erased

Hi,
On Yosemite DP4 (not PB) any time I download an app from Safari (in a disk image) it says "____ is damaged and can't be opened. You should eject the disk image." I don't know if its Yosemite, my security settings (which are set to Mac App Store and identified developers) or anything else. Please help!

You answered your own question. Set the security settings to anywhere and it'll work.
