iPhone X Apps load automatically on my X

whenever i load an app on my iPad Pro from the App Store, the same app will download on my iPhone X. I don’t see a setting to prevent that. It doesn’t happen going the other direction. Loading an app on my iPhone does not cause the same app to automatically load on my iPad. Both running 11.4.1

Settings > AppleID > iTunes & App Stores > Automatic Downloads, Apps. Toggle it off.
