Instead of opening the hard drive then clicking on the applications on the sidebar I would like to have that accessible right from my dock.

Is it possible to do something like that?

I'm running Snow Leopard right now.

Drag the Applications folder to the dock, next to the trash and it will be converted to a stack. If you want to just bring up a window of the Application's Folder, make an alias of the folder and drag it to the same location.

You can drag that Applications folder (from the left side of the Finder window) to the right side of your Dock (near the Trash). This will create an Apps Stack where you can more easily access all of your Apps.
 
The apps arent in a folder. Its the actual app icon when you open your HD.

When I drag it to the dock it wants to trash it. It has that puff of smoke icon no matter what I do.
 
Are you saying you want individual app icons to stay in the dock?

If so, after you open the app, right-click the icon in the dock and click "Keep in Dock"

No, I would like a shortcut to all the apps on the dock. I just tried dragging the app folder from the HD into the dock and it wont take it.

That is a folder. It just doesn't have the standard folder icon.

Drag the folder to the right side the divider in the Dock, like here:
