Apps no longer keep screen on

I have noticed that apps that used to keep the screen on (prevent sleeping) are no longer doing so.

For example the tivo app will sleep when not actively used even if I am downloading a show. (it used to stay on)

Same with the EyeFi app that used to stay on when not used while photos were either downloading or uploading. Now it times out like other app resulting in the upload being stopped before it's completed.

Is this by design or can the apps be fixed by the Developers?
