Apps not downloading over 3g.

I'm using a iPhone 4s on Sprint and I still cannot download any apps over their 3g network. Only wifi is giving the full download. It's been almost two months now with this problem. Is anyone else still having this problem with their 4 or 4s on Sprint? Is this just a Sprint issue? I've done all the resetting procedures and it still didn't fix anything.
