When I try to download a new app or update an app all it says is waiting and doesn't install or update. Anyone else have this problem?

iOS 7 beta 5
 
I'm having the exact same issue. Using an AT&T iPad Mini.

I've tried rebooting, forcing data over cellular, and removing/reinstalling the apps multiple times.

I fixed the problem without restoring.
Use iTunes to remove one of your applications (any of them) and restart your iPhone while connected to iTunes and then reinstall the application. If it doesn't show up on your homescreen, restart your device while connected to the computer. Once your device starts up it should automatically sync, and install the application and now you'll be able to install apps and update them.
 
It's already a known bug according to Apple:

Some iPhone 4 devices are unable to download content from the App Store and the iTunes Store.

Known Issues

App downloads can get stuck in the "Waiting" state.

Workaround: Reboot your device once or twice to resolve the issue and allow subsequent downloads to continue.
