Apps not opening, just a black screen

iPad 8th gen.

The latest iPadOS as of this posting is causing safari and books app to freeze on opening to just a black screen. Force closing apps does nothing. I have to restart the iPad to get the apps to start working again. Anyone else have this issue or just me?
