iPhone Apps Not Requesting Microphone or Camera Access

Hi folks. Posting for a friend.

Problem persistent in iOS 13.4 and 13.4.1. Microphone and camera work fine in system apps (Phone, FaceTime, Camera, Voice Memos, etc.) but in no third-party apps. They never request access, even if he deletes and reinstalls the app, restarts, etc. In Settings, for a particular app, e.g. Google Translate, there are no microphone or camera toggles:

Under the appropriate sections under Privacy, in Settings, there are no apps listed:

Has anybody else here encountered this? Any thoughts on what can be done other than a backup and restore?

This problem was resolved with Settings > General > Reset > Reset All Settings. After doing that, the camera and mic work without issue in third-party apps.
