I'm confused.

I have an iPhone and my son has one. He uses my iTunes account to buy songs and apps. I would have thought iTunes would be able to distinguish between the two phone.

My son downloaded some apps. They then mysteriously showed up on my phone also. Without me sync'ing.

Is that expected? If so, why can't I get an expensive app like TomTom to do that?

The app syncing is one of the new features of "iTunes in the cloud". You can set it up to automatically download any apps purchased by that account to any device also associated with the account.

See "Automatic Downloads."

Some apps require more than just the app to work.

The link mentions music only. Not apps.

I had looked into this before and decided I could not buy an app one time and use it on other iPhones I own. Maybe I was wrong.

iTunes Preferences: Music, Apps, and Books can all be downloaded to all the iOS devices associated with your account.

This screenshot from the page I linked above clearly shows apps between music and books and it looks just like that on my iPhone 4.
