apps tap not showing under devices

i recently updated my iphone to version 3.1.3 after that i plugged in my iphone to my pc and my iphone showed under the devices but with ONLY Music - TV Shows - Movies and there is no Apps i tried to use the apps tap from the top clicked sync it says Syncing you iphone but after it finishes no new app apprea on my iphone.

what do i do to fix that ??
