Apps to do VoIP (non video)

I'm wondering if there are any good apps for making Internet based phone calls. Skype? Something else?

If you have a google voice account you can use talkatone to call people using that google voice account via wifi only. I've done it with my wifi only ipad. Call quality isn't too great and the apps says if both people are talkatone users the quality it better but its a shot.

Talkatone is a free app in the app store.
