Hello all. Anyone else experiencing this? I'll try to make it short and as concise as possible:

I have a mini 4 and mini 2 (both running 10.1). I mainly use my 4 for work with my 2 as an emergency backup and for my personal stuff (each have different, independent backups). For the last week or two my apps on the 4 would hang up and take forever to update if not update at all. I let it go for a week thinking maybe the apple servers were down or somehow not connecting with that particular device. I then updated my devices to 10.1 thinking that if it was a bug that that would fix it. Nope, that didn't work and I noticed that my 4 also took almost an hour to download the update while my 2 downloaded in about 5-10 minutes (I performed each download separately so as to not hog my bandwidth).

Anywho, the other day I decided to backup my 4 and restore my 2 with that backup. Got it done and went to update all my apps and everything worked fine (apps updated quickly like they normally do). It was encouraging so I restored the 4 to that backup again. When I was going through the setup screen that asked me to log in to my Apple ID I noticed that after putting in my username and password that nothing would happen, just a blank white outline of the login screen like it was frozen.

After a few minutes of staring at a blank screen I turned off/on to get back to that point and try again. Again it took a little while but it appeared to go through with the login process. I skipped the iCloud login because I didn't want it to get hung up again and I would worry about that later. It opened to my home screen and all my apps were beginning the download process. I thought I was in the clear and let it sleep thinking my problem was solved. After an hour or two I opened it back up and it seemed like most, if not all, my apps were still stuck on waiting. I got fed up and decided I would set up the 4 as a new iPad and use my 2 with the old 4's backup for the time being because that has all my important work apps/photos on it. The 4 has been fine since I set up as new and appears to be acting normal again.

Up to this point it hasn't been the end of the world for me but today my iPhone SE (10.1) began to show signs of the slow app update thingy that my mini 4 was doing so now I'm starting to get a little nervous thinking that the bug is beginning to infect my phone too.

Has anyone ever had a similar experience? Is this an iOS 10 bug? Is my apple ID somehow becoming corrupted? Is it a problem with the new 2-step verification? I just don't know. I've tried all I can think of, reset my ID password and went to the website to remove my device (mini 4).

Thanks for reading! I tried not to write a book, I swear. Any help would be appreciated
