guys - if I disable complete icloud and backup completely and in the future, I have to migrate to another phone, will my apps download automatically based on apple user id's or not?

No - not automatically.
Any extra apps you’ve downloaded besides the ones that come pre-installed on every iPhone will only populate a new iPhone if the the old iPhone with your apps is backed up to either iCloud or your Mac — and during setup of the new iPhone, you set it up from that old iPhone’s backup.

But —

Your Apple ID remembers every app you’ve ever downloaded (and tossed), so if you sign into the App Store with your Apple ID then click on your name, then Purchased, it’ll display a list of every app you’ve ever downloaded.
From that list you could then download the ones you want for your new iPhone.
 
Ok i was hoping to use icloud for this simple function just in case I ever lose my phone and so a new phone will auto-download the apps without me having to look at a list. I wish there was an option within icloud settings on the phone just to remember app names and not backup all the actual apps because that's taking more than 5gb space and I don't want to pay for it. Any tricks or workaround on this will be appreciated

iPhone backups are a lot smaller than you might think. The backup doesn’t actually contain the apps, just references to them. When you restore from a backup, iOS downloads all new apps from the App Store again and puts them in the same location in your home screens as the backup had. It also re-populates the apps with any personal data it may have contained.

Your 5GB iCloud storage might be big enough for a backup. Do one and then see how big it is.
Upgrading to 50 GB iCloud storage only costs $0.99 cents/month.

Apple allows a temporary huge iCloud backup even if you don’t have the space - in order to back up a full iPhone to be restored on a new one. At some point that backup will disappear though if it exceeds your paid limit.
 
Currently I only have health, voice memos, notes turned on and it's using 13mb. I just enabnled iCloud Backup and did a manual backup - let's see what it consumes and I'll report back here

That’s not necessarily because there wasn’t enough room. Sometimes (actually more than sometimes) iCloud backups fail for one reason or another but we never get to know why.
Try backing up again / at night.
