Appstore not downloading

Hey guys, I need some help here..

I have an iPhone 4 (not jailbroken) and I have problems downloading apps from Appstore. Each time I try to download something, the icon will indicate "Waiting" and even after an hour, it remains the same. I have also tried using my home wifi and a friend's wifi but the problem persists.

It started after one of my app payment failed, though it has since been resolved.

I have tried restarting my iPhone and all, but nothing seems to work. Is anyone experiencing the same problem? Any help would be greatly appreciated.

Have you done a hard reset - hold home and power button until the white apple appears? If this doesn't do it, you might need to email App Store support for assistance. Your account on their end might need a reset?
