Latest November ArchPOWER ISO is downloaded for PowerPC. (Project page <-- back there: Github --> right here for you)

Attempting to install on PowerBook G4 12". I can only see the one hard drive but it tells me it is busy, even when i use cfdisk to attempt to write partition changes, etc.

That being said once I figure out why its "busy":

1) What is the best partition scheme?
2) How should the partitions be formatted?
3) What needs to be done with Yaboot?
4) What needs to be done with mkinitcpio for every pacman kernel update to ensure things are correctly updated?
4a) (I tried to find an AUR package for PowerPC Mac config but sadly could not)

Project definitely is still alive and with more supporters / users / maintainers / feedback reporters we can continue to breathe new life into PowerPC Macs and by extension, breath that same life into Raptor TALOS user's support as well.
 
I like Arch but in the same way I dislike much more SystemD, so I learned a few things on Arch (x86_64 machine) and moved to other distro without SystemD, so sorry that I can't have a more precise help to your problem, but did you check the Wiki page on the project explaining to partition?

Yaboot it's a legacy project/code so it's rarely used anymore (unless your machine it's "ancient" and can't boot from it) but otherwise you should be fine.

Other modern PPC platforms are well served with much more packages available, but in this "legacy" MacPPC (either 32 or 64 bits) the scene improved a lot in the past 4 years at least making a really "modern" an usable machines.
