Are all New iPhone 6 Refurbs?

New 6 Serial # lists it as being a Refurb (FF)? Manufactured 6-15
The phone was ordered from AT&T and delivered today to a friend (not a 6s)

It was in a sealed, New, White Apple Retail Box. Are all people who order a 6 and not a 6s getting Refurbs? Is it legal for Apple to sell a refurb in a "New Device Retail Box?'

No, phones that are sold as new will be new. I would tell your buddy to double check the serial number and if it's correct then to call apple. They will get it sorted away.

If it's sealed in a new package then it's new. The refurbs come in a different package

Where is it listed as being a Refurb? On a third party website that has no affiliation with Apple.
I bought mine unlocked from an Apple store (in Canada) last week, and it is also listed as Refurbished. Production week : -34- (August)
