So uber is saying i use multiple accounts on my phone... how would they know? Do they get IMEI or what info are they lifting through the app? I already have PMP which blocks certain info... are there tweaks or jb apps that block IMEI information?

Yes, they know your device information. According to Uber's privacy page; "Device Information: We may collect information about your mobile device, including, for example, the hardware model, operating system and version, software and file names and versions, preferred language, unique device identifier, advertising identifiers, serial number, device motion information, and mobile network information."

I don't believe iOS allows for Apps to uniquely identify hardware. Operating system information and such would make sense though.

Perhaps if you tell us what, exactly, you're doing it would help? Is it just as simple as logging into multiple accounts from one phone?

I've had a friend log in on my uber app and didn't get any errors or notifications, to my knowledge. But I also don't use the services frequently, by any stretch of the word, so things may have changed.

Here is the most relevant information I could find in the admittedly short research I did on the subject: https://forums.developer.apple.com/thread/31122
