Are apps on the XR using the X size apps or the XS max screen? Because either of these wouldn't be correct as the screen size is different.

XR apps are developed using the same number of development screen points (414×896 points) as the XS Max.
 
Which is why everything on the XS Max looks way too big. On normal display, not even zoomed. I hope this changes because items on the XS max screen look like they are blown up.

Actually more points means things should look smaller.
 
There are some apps that still aren’t optimized for the plus screens.

Most major apps should be eventually optimized. But you shouldn’t hold your breath. Just enjoy the phone and when an app is finally optimized you can smile to yourself with excitement.
 
These rulers represent the iPhone XS Max and XR. They both have he same “points” but one is slightly smaller (I.E. XR)
