Are FAN discounts applicable for iPhone 3G?

I have a 20% city employee discount and they applied it at the AT&T store today no problem. They said it covered voice AND data, but I looked in my account and all I see is the voice being discounted.

I called *611 and customer service told me that FAN discounts aren't applicable for the iPhone, and that technically the 20% off voice is an error but he wouldn't change anything.

Is this just launch confusion?

I should be getting a FAN discount but I don't see the discount mentioned on my account. My FAN number/org is listed in upper right on my online account.
