Are iCloud backups incremental? -- Having issues backing up

Hello,

I'm hoping someone here can clear somethings up for me. My wife's iCloud back up file is about 3GB, but we're running into trouble because she keeps getting an alert, after the initial back up, telling us she can't perform another back up because there is not enough iCloud storage remaining (she's uses the free 5GB).

Aren't iCloud back ups suppose to be incremental? Why isn't she able to further back up her phone when the total back up file is just 3GB?
