Are iCloud Photo Library Clips Transferred to iMovie on iPad in 4K?

Question is basically in the title. I shot a bunch of video recently on my 6S, and use iCloud Photo Library extensively.

If I access those clips from iCloud, will I be able to edit them on my iPad Air 2 in 4K? Or do I have to find another way to access them?
