Are in-app purchases being shared across family members for you?

Family share in iOS is great, I only need to buy apps one time. However, when I make in-app purchases (like upgrading a free app to the paid version) that doesn't seem to sync over and I'm still double paying. What has been your experience with in-app purchases? Are they sharing between family members for you? Is there something I need to do?
