Are iphones coming with 10.2 or 10.1

My 7+ that I bought a week ago came with 10.1. First thing I had to do during activation was update.

Basically it's likely a split in probability that the phone could come with iOS 10.2, 10.1.1, or 10.1 (with much smaller chances that it could be something before 10.1).
