For some reason I am thinking they are not. Though I heard different stories.
 
They are locked if you do AT&T financing on apple.com.

The only time they aren't is if you do the Apple financial program the: Apple iPhone Upgrade Program (iUP). That one remains unlocked I believe.
 
Could you use a cellular hotspot from a different provider instead even if your phone is locked?

If so are cellular hotspots devices you carry in your pocket worth it?

You can check: Settings > General > About > scroll down to Carrier Lock. If it is unlocked, it will say “No SIM restrictions”. I’ve purchased my three Eye Phones from the Apple Store, and all three were unlocked even though the Apple Store was aware I was using them on TMO.. You sure about that? I’m financing with AT&T and mine is locked and I just got this from Apples site.

As Ta0Jin quoted you with that photo, clearly it states that they are locked if Financed with Apple.

As it stands, if you purchase your iphone and is on iUP and you are on AT&T, that's unlocked.

If you buy your phone from apple.com or apple store as carrier financing and choose AT&T as that indicates it's still locked to AT&T carrier.

My current phone and previous phone list "No SIM restrictions" under Settings>General>About>Carrier Lock. My current phone is under monthly financing through at&t.

My 14 Pro shows the same.

Bought my phone through Apple.com and financed through AT&T.

Under Carrier Lock it says No SIM restrictions as well.

Edit: looks like others reported the same thing.

I have a 14 Plus that I financed through AT&T via Apple and it has no SIM restrictions. Looks like the policy has changed.

I’m happy for you then because I didn’t get so lucky lol. I guess they’re changing the rules but not for everybody? 🤷‍♂️
